The Center for Rural Development  has two programs under this Focus Area: one through the U.S. Department of Homeland Security/Federal Emergency Management Agency, Rural Domestic Preparedness Consortium (RDPC)  and through the U. S. Department of Transportation, Technical Assistance Grant, (TAG) and Assistance for Local Emergency Response Training (ALERT)

Academic partners include the University of Findlay-Ohio, Eastern Kentucky University, NorthWest University Arkansas Community College,North Carolina Central University, University of California Davis, and the University of Tennessee.
